With passage of the State System of Higher Education bill, West Chester became one of the 14 universities in the Pennsylvania State System of Higher Education on July 1, 1983. History. The West Chester Area School District announced plans to build a new public high school in 2002. In May, the district school board voted 6–3 to name the school after Bayard Rustin, the West Chester-born civil rights leader and principal organizer of the historic 1963 March on Washington, during which Martin Luther King Jr delivered his “I Have a Dream” speech.

Named after Right Rev. John W. Shanahan, the third bishop of Harrisburg, the school is the only archdiocesan high school in Chester County. Construction of the current building began in 1996. It opened in 1998, and the first class graduated from it in 1999. The school had previously been located in West Chester, Pennsylvania.
