The two-story brick building was designed by Appleton P. Clark, Jr. The structure was completed in 1902. It was listed on the National Register of Historic Places in 2013.
Carver is named after George Washington Carver, a famous black inventor. Langston Terrace is named after John Mercer Langston who served as the first black American from Virginia to serve in the United States Congress. Langston Terrace is famous because it is the city's first federally funded public housing program to be built in 1938.
