The Enlisted Advancement Profile Sheet tab on My Navy Portal quick links only works if your on a government computer (i.e. a computer at work.)

  11. r/navy on Reddit: Is there any way to access your profile sheet...

    www.reddit.com/r/navy/comments/z4ket3/is_there_any_way_to_access_your_profile...

As far as I understand, that is true. My last command was NATO and we had a onenet (overseas NMCI equivalent) NIPR room and we had to use that to get access even though NATO has their own NIPR equivalent but it's .nato and not .mil. Sucks but it is what it is. Never heard of anyone getting on it from home or anything else.
