The user's certificate is corrupt. A CAC is locked when: DEERS or another higher level system is experiencing issues. The user's certificate has been revoked. Locked CAC: Call the Global Service Center (GSC) at 800-600-9332. Blocked CAC: Go to One Stop Shop (Building 10, 2nd floor) or the NSAB DEERS / ID Card Office (Building 17, 1st floor).

We have offered these materials to Federal Libraries per Army Regulation 735–17 (pages 7 & 8), and the Handbook for Federal Librarianship (pages 24 & 25). Some books are being shipped to other libraries, but then we reach out to Excess Property and they take them away.
