Inland Steel was founded in 1893 through the purchase of a small failed Chicago Heights steel mill, Chicago Steel Works. After its closing, the machinery was bought by Ross Buckingham. He was able to acquire six acres of land and $20,000 for buildings, but was unable to raise more capital.
The purchaser, William Barbour of New York, changed the name to Central Locomotive and Car Works and continued the company's operations. In the 1910s the company continued its slow decline, and the last of the 480 passenger cars built at the Chicago Heights works was constructed in 1914. In 1916 there were two more fires at the plant.
