Phnom Penh is an autonomous municipality of area 678.46 square kilometres (261.95 sq mi) with a government status equal to that of the provinces. The autonomous municipality is subdivided into 14 administrative divisions called khans (sections).

Cambodia is divided into 25 provinces (Khmer: ខេត្ត, khétt [kʰaet]). The capital Phnom Penh is not a province but an "autonomous municipality" (Khmer: រាជធានី, réachthéani [riəceaʔtʰiəniː]; lit. 'capital'), equivalent to a province governmentally and administered at the same level as the other 24 provinces.
Historically, the 125 hectare reclamation project Koh Norea was a towhead island. The island has appeared in the earliest French protectorate era maps of Phnom Penh from 1864 through to the early 20th century. It would connect Phnom Penh directly with the country's only deep-sea port in Sihanoukville and the new port in Kampot. [3] The current plan includes constructing three dams with sluices and eleven bridges. The canal will be 100 m wide and 5.4 m deep, supporting vessels up to 3,000 DWT. The target completion date is 2028.
