Independent cities and Counties of Virginia. The Commonwealth of Virginia is divided into 95 counties, along with 38 independent cities that are considered county-equivalents for census purposes, totaling 133 second-level subdivisions. In Virginia, cities are co-equal levels of government to counties, but towns are part of counties.
Cities with populations of less than 50,000 are eligible to become towns through reversion. The newest town and newest former town are Bedford in Bedford County, which ceased to be an independent city in 2013, and St. Charles in Lee County, which disincorporated in 2022. Local government is thus divided between the town and the county. A town can be formed from any area with a defined boundary having a population of 1,000 or more.
