Davis was born in Four Paths, Clarendon, Jamaica on 28 May 1947. He attended Glenmuir High School, the University of the West Indies in Mona, St. Andrews. In 1973, he graduated from Northwestern University in Illinois, United States with a Doctorate in Economics.
By August, the school was given a full ministerial recognition as a secondary grant aided school now bearing the name York Castle High School. On January 7, 1958, the new school building was opened with 195 day students and 40 boarders. In February, the official opening of the building was done by the Hon. N.W. Manley, Premier of Jamaica.
