Basically, I am trying to replace the PNG and JPG flags with the SVG ones on the country data templates but there are templates that are locked (e.g. Template:Country data North Korea and Template:Country data Namibia). Recently, I tried to replace the PNG files of the new military flags with the SVG ones at least for North Korea.
