History. The Cumberland-Dauphin-Harrisburg Transit Authority was formed in 1973 after the dissolution of the Harrisburg Railways Company.When that company ceased operations, the city of Harrisburg and Cumberland and Dauphin counties formed the authority to ensure mass transit services would continue to be available in the Harrisburg–Carlisle metropolitan statistical area.
