It says "Cox Email," but does not look like a Cox page & does not recognize my username or password. Even though the URL shows as the proper Cox URL for webmail, the page says "OX Software GmbH 2023" at the bottom, the GmbH indicating a GERMAN company. I've tried clearing my cache, I've tried opening on different browsers.

As an example, before I transitioned to Yahoo I had over 28,000 items in my Outlook inbox folder for my COX email account. After transitioning and synching with Yahoo, that same folder only had 10,000 items. Logging on to Yahoo directly I verified that all of those emails where still there, but it would only put 10,000 into my Outlook inbox folder.
The main issue here is that you need to login to your email using the address webmail.cox.net. If you currently have a shortcut to Cox email you need to edit the shortcut to show webmail.cox.net. I'm using Google Chrome Version 80.0.3987.122 (Official Build) (64-bit) Incognito - so no cache or history issues involved. The email login worked flawlessly until end of February 2020, except for 1 or 2 days as noted above when it looked like Cox changed the login screen to a larger, easier to read size. I though Cox had fixed the problem.
