    The capitalization "New York State" is by far the more common usage. The name of the city is also "New York", but we capitalize "New York City" as well, not "New York city". And "upstate" isn't the name of a compass direction, so MOS:COMPASS doesn't necessarily imply, but in my experience sources seem to be pretty divided on capitalizing "Upstate".
