Why can I never access my OWA via my personal PC??? It always says bad request. What URL are you attempting to access? If it’s not https://webmail.apps.mil then that’s your issue. Clear cache, close browser, re-open browser, go to webmail.apps.mil. Edit: bro what a RIDE through your post history holy shit.
Navigate to your OWA site. At the top of the URL bar, you should see a circle with a diagonal line through it. Click that circle and then click Turn Off ActiveX Filtering. If you don't do this for the OWA site, you will not be able to download, or use S/MIME. Verify S/MIME is installed by going to the OWA options, see all options, settings, S/MIME.
