One&Only Resorts, the luxury resort company known for its stunning properties in some of the most beautiful locales in the world, will open its second property in Dubai. One & Only The Palm will open on Palm Island in October 2010. The property is being developed by His Highness Sheikh Bin Saeed Al Makthoum (right) and Sol Kerzner, (left) CEO and Chairman of Kerzner International, parent company of One&Only Resorts.

The property will have a striking location on the peninsula of Palm Island crescent with spectacular views of new Dubai's skyline. Resort guests will be able to indulge in an exclusive island feel getaway or choose to be whisked away by the resort's private water taxis or limousine to Dubai's wide array of activities, from golf at award-winning courses to world-class shopping, dining and entertainment at the most sought-after of venues.

Set in some of the most beautiful locales in the world, One&Only Resorts offer a distinctive style and personality borne of its local culture. Other locations include One&Only Reethi Rah, Maldives; One&Only Le Saint Géran in Mauritius; One&Only Royal Mirage in Dubai; One&Only Ocean Club in The Bahamas and One&Only Palmilla in Los Cabos, Mexico. The One&Only Cape Town, South Africa opened on April 3, 2009.

Located at The Palm Jumeirah, the resort's external architecture will blend Moorish and Andalucian influences, while the interiors will display contemporary, chic living environments, promoting a sense of understated elegance with privacy being of the utmost importance. Surrounded by lush landscaped gardens, the resort will provide an oasis of tranquility amid cosmopolitan Dubai.

Guest accommodations at this intimate resort will be composed of 35 suites and apartments within the grand Manor House, six independent low-rise mansions with eight to ten suites and exclusive two and three bedroom beachfront villas. Stunning and spacious with every modern amenity, guest rooms and suites will have a stylish modern design with an elegant palate of rich fabrics in hues of turquoise and purple. Sumptuous bathrooms will feature over-sized, freestanding bath tubs and rain showers with the finest inlaid marble from Italy and Spain.

All accommodations will offer outdoor terraces or private pool. Guests staying in suites, apartments and villas will also be indulged by a dedicated butler, 24 hours a day. The resort will also feature private cabanas by an 850 square meter pool, a private beach and a freestanding 2,400 square meters spa, fitness and beauty complex. The One&Only Spa will be set amidst outdoor gardens and will offer a fitness center featuring state-of-the-art equipment by Technogym and Kinesis studio, tennis court and a beauty salon.

The resort's Marina Restaurant will offer al fresco dining adjacent to the marina. Guests can reach the restaurant by private yacht or One&Only water taxis.

If you had the occasion to watch the inaugural Abu Dhabi Grand Prix which capped the end of the 2009 Formula One World Championship this past weekend, you may have gotten a glimpse of a giant red structure with a huge Ferrari emblem on the roof. What you're looking at is Ferrari World, the first Ferrari theme park, being built on the man-made Yas Island resort in Abu Dhabi.

The complex stands as the largest indoor park in the world, encompassing some 2 million square feet under a giant 150-foot-high red steel roof sporting the largest Ferrari logo in the world. Out of the top protrudes a 200-foot g-force drop tower, accompanying the world's fastest roller coaster, a flume ride simulating a Ferrari engine and kart tracks among its 20+ attractions. Of course there'll be plenty of restaurants and shopping opportunities that go along with any theme park as well. This one is set to open its doors some time next year as part of an ongoing initiative to turn the United Arab Emirates into a leading tourist destination.

Few countries are as car-crazed as the United Arab Emirates. The oil-rich gulf state has more exotic supercars than you can shake a stick at, and they're about to get three more. Porsche tuner extraordinaire 9ff is planning a limited run of convertible versions of its epically fast GT9-R. The fixed-roof version is capable of rivaling the Bugatti Veyron for speed and acceleration, with a 250 mph top end and a 0-60 run in under three seconds. The company just launched a dedicated website for the Emirates, and on it announced the availability of three convertible GT9-Rs exclusively for that market at an undisclosed price, together with this sketch. Those who say that money can't buy you happiness clearly aren't car fans, then.

Like the United States, the United Arab Emirates, wants to encourage young drivers to wear their seatbelts. But the UAE has a unique approach to their nationwide safety campaign. Instead of an ad campaign and the fear of tickets they are creating the Fashionable Seatbelt campaign which will be launched after Ramadan. Seatbelts will be covered with images of the national flag, sports logos and logos of fashion houses like Gucci. Figures from the Health Authority Abu Dhabi say that only 11 percent of Emiratis wear their seatbelts. Designers will be invited to submit ideas for the seatbelts and the plan is to eventually have the color of your seatbelt as something that is chosen when you pick out your car. It seems like an interesting idea but knowing how notoriously litigious Gucci and other luxury brands are when ti comes to protecting their intellectual property, I think that the campaign might have a tough time using the fashion logos.

All Veyrons are special, but some are more special than others. As if a $1.5 million supercar weren't special enough, Bugatti has come out with what has seemed like an endless array of special editions to further differentiate the rare cars one from another. It all started with the Pur Sang edition, a Veyron with its bare aluminum and carbon-fiber body exposed like an heiress on a Mediterranean beach. Only five were made, and were sold within 24 hours of its announcement. It seems like the sheikh who bought this one, however, is in need of some extra cash, and has put his up for sale for an undisclosed price at an Abu Dhabi dealership. Interested parties with an extra couple million to spare should contact the dealership directly.

Once the undisputed land of conspicuous wealth and consumption, the United Arab Emirates is being squeezed by a large drop in oil prices. It's a shame this comes after the region's addiction to art has become fully entrenched. Sotheby's is planning its first contemporary art sale from its new Doha, Qatar branch on March 18, 2009 – also the opening day of the Art Dubai fair. Hell, it's enough to make you "scream" (see photo).

This looks like the triumph of ambition over common sense, but Sotheby's was probably too far into its Middle Eastern endeavors before the bottom fell out on the region's finances. And with Bonhams and Christie's already in town, Sotheby's had little choice but to follow.

The UAE has committed quickly to the art scene. Abu Dhabi is working on building a Louvre, and is erecting a Guggenheim. Last year, art auction revenues reached $34.9 million, up 70 percent from 2007. But, the upcoming auction should be tricky, particularly with the poor performance of the sector last fall in more established markets, like New York, London and Hong Kong.

In around two weeks, we'll see if Sotheby's will be able to make this new auction house work, or if it will fall victim to the greater recession-triggered decline in the art market. The Mei Moses All Art Index dropped 4.5 percent last year. This seems like a modest amount, but you need to remember that record-setting sales continued through the middle of the summer. Last May, Roman Abramovich was a billionaire with a new Francis Bacon piece in his collection. Today ... we know he feels pain, too. The second half of the year wiped out the first half's records and pulled prices down further.

It's a tough time to count on the market to make Sotheby's Doha a success, but the market doesn't give us choices.

Swedish gun and rifle maker VO Vapen, founded in 1977 by master gunsmith Viggo Olsson, constructs the world's most exclusive handmade hunting rifles. The production of VO rifles is limited to a small number of examples each year. The company holds a royal appointment to H.M. King Carl XVI Gustaf of Sweden, and has recently found great success with ultra-exclusive rifles made for the Middle Eastern market. H.H. Sheikh Mohammed bin Zayed Al Nahyan of Abu Dhabi's Royal Family is another VO enthusiast.

In addition to completely bespoke orders, VO makes several limited edition collections and special editions. The foremost of these is the one-of-a-kind H.H. Sheikh Zayed Bin Sultan Al Nahyan Mosque Rifle, designed as "a tribute to the most magnificent building we have ever seen" in Abu Dhabi and to the man who created it, priced at $825,000. This masterpiece includes a grip cap with engraving, gold inlays and 36 multicolored diamonds mimicking the design of the mosque's amazing chandelier (see the gallery).

The Royal Collection United Arab Emirates Edition (above), is designed to be nothing short of the world's most exclusive rifles and limited to only 100 pieces. Specific models have been dedicated to members of Abu Dhabi's Royal Family and bear their engraved portraits, and are priced at $525,000. Other collections include the Big Five, designed as a tribute to five big game animals (lion, leopard, buffalo, rhino, elephant) and Ernest Hemingway, "the passionate hunter who brought safari hunt to the public attention," nicknamed the "Big Papa," limited to six pieces at $375,000 each; the Viking Collection, inspired by Viking mythology and featuring engravings of Norse gods and 24-carat gold inlay at $275,000 apiece; and the Royal TD Collection, initially created for H.R.H. Prince Carl Philip Bernadotte of Sweden, at $125,000 each.



All VO rifles are based on their patented takedown system, allowing the owner to use several different calibers on the same rifle. In addition to precious engraving and inlaying, the stocks are made of the finest European walnut root, hand-selected by Olsson. When the humidity is at the correct level, the roots are washed and the bark is shaved off, then the roots are cut into planks on a homemade saw. Throughout the next three years, the planks must be stored in different facilities where the moisture is gradually drawn out of them.

The moisture is checked and when it has the right balance, the plank is cut into one or several stock blocks. Clients can also choose their own walnut root plank and have it tailor made to their own measurements. Next comes the oil treatment of the stock, which takes about five weeks. The result is a silky finish that gives life and depth to the natural beauty of the walnut root. VO reminds us however that, "No matter how beautiful a rifle is, at the end of the day it will always be judged by accuracy. And one thing we can assure you – you can not blame your VO rifle if you do not hit the target."

More bad news for the Queen of England - she has fallen to 12th place on Forbes' list of the world's richest royals. Earlier this month we reported that the value of her London residence, Buckingham Palace, had fallen by a whopping $100 million thanks to declining property values.

Now Elizabeth II is suffering the added indignity of languishing on the rich list, as her measly $650 million fortune puts her well behind the UAE's oil-rich rulers. In the No. 1 spot for the first time is King Bhumibol Adulyadej of Thailand, with a net worth of $35 billion, who apparently shot up the list as a result of admitting he was richer than previously thought.

At No. 2 is Sheikh Khalifa bin Zayed Al Nahyan, president of the UAE and hereditary ruler of Abu Dhabi, with a net worth of $23 billion. No. 3 is King Abdullah bin Abdul Aziz of Saudi Arabia, worth $21 billion. And Sheikh Mohammed bin Rashid, ruler of Dubai, clocks in at No. 5 with $18 billion. See the complete list here.

The over-the-top Emirates Palace hotel in Abu Dhabi is offering a $1 million, week-long stay which it claims is the world's most expensive holiday package. The Palace Suite package includes first-class airline tickets, a chauffeur-driven Maybach for the week, a personal butler, daily spa treatments, and day trips via private jet, the Gulf-based Khaleej Times Online reports. The offer is being made as an attempt to earn the hotel a slot in the Guinness Book of World Records, and part of the proceeds will be donated to charities in the U.A.E., the paper reports. The luxe day trips include jetting to Iran to weave Persian carpets and to Bahrain to dive for deep sea pearls, which will then be set for you in custom-designed jewellery.

The first residents of the Palm Jumeirah, the massive palm-shaped island off the coast of Dubai, have moved in and as the AP reports they seem quite content so far. The AP profiles Andrew Dukes who was the first to move into his island mansion. Dukes, formerly an executive with a London-based Internet company, paid around $1.36 million for his house over a year ago and it is now worth nearly double. The new land which was made from sand dredged up from the sea and rock from nearby mountains, will also be home to hotels, including one by Donald Trump, a monorail, and a water theme park. Buyers of the development include citizens of the United Arab Emirates and neighboring countries and speculators and residents from around the world. Part of the Palm Jumeirah also serves as a labor camp for the thousands of construction workers working on the project. The other projects by Nakheel including the ambitious "World" project are still under development.

Dubai is planning to begin construction on what will be the world's largest hotel complex. The Bawadi Project, as it is called, will cost $27 billion and will be located just outside of Dubai City. The goal of the project is to double tourism in the state, increasing the 6 million visitors from 2005 to as many as 15 million in the next decade. Complete construction will take approximately 8 years, though it will be done in stages, and will result in a total of more than 30 hotels and 29,000 hotel rooms, many of which will be in the 4 and 5 star categories. The first part of the complex will be the Asia-Asia Hotel, which alone will provide 6,500 rooms. The development will also house a series of entertainment centers, shopping malls, theaters, restaurants and convention centers, catering to all the varied interests of tourists to Dubai.

Though there is still time to spare before summer, it might be difficult to get a reservation at one of the Travel Channel's picks for most expensive hotel suites. When you are spending upwards of $4,000 a night, however, the "necessity" of reservations may just turn out to be a minor inconvenience. Here is the list, with the rates listed per night:

We mentioned Space Adventures earlier for their new partnership with Prodea but they have also announced plans for a commercial spaceport in Ras Al-Khaimah in the United Arab Emirates as part of a plan for global spaceports in various locations. The total cost of the global spaceport development project is at least $265 million. The UAE spaceport will be located less than an hour drive from Dubai (perfect for all those luxury tourists). The development schedule hasn't been released yet.
