It's the "Culture", when an inner city kid can tell a teacher to go "F" himself and not be severly disciplined,it's time to change thngs. When the mkentally ill are forced out onto the streets with no place to go, it's time to change things. when inner city males ages 14 to 35 commit almost 70% of all violent crime in america while comprising less than 4% of the actual population, it's time to change things. When inner city males are allowed to spawn between 20 and 30 potential little 7/11 robbers, hookers, and drug addicts by age 28 or 30, with multiple underage, unwed, more than willing sexual partners with taxpayer funded welfare paying for it all, while they stand around on the corners getting drunk on Colt 45 malt liquor, high on killer weed, ripped on PCP, down on heroin, and bragging about it. Then, like the man said, it's "Time for a change" alright. 40 plus years in law enforcement on mean streets all over the world, been there, done that. It's NOT the guns, it's the system.
