Alcohol is produced by yeast and yeast alone.

Vodka is distilled from a simple sugar mash and collected as a neutral spirit at ~95% (190 proof) and is then diluted to achieve its commercial proof - typically 40% (80 proof).

Charcoal filtering improves flavor by absorbing fusil oils and other cogners. That's it.

If charcoal filtering increased alcohol content, then you could run beer through a brita and make whiskey.

Can you do that? No?
