Follow the link, and it says the article is only reporting on what another newspaper reported.  They dont list what chinese newspaper generated the original report, nor the credibility of the chinese paper. No plane can sit for that long without some serious maintenance done to it to make sure it's airworthy.  For a plane like that, parts and personnel to work on it would be costly.  Plus, 25 Grand may be actually cheap.  I know people who drive cars that are worth more than that.
